John P. McDonald - Attorney law office in Vancouver, WA
He represents businesses and individuals before the many U.S. and state agencies in matters involving occupational licenses (for example, health care providers, insurance agents, realtors, etc.), in those matters where federal or state agencies investigate a business' commercial or occupational practices. He represents those industries in court in the event that the administrative investigation or hearing proceeds beyond the administrative agency level. John McDonald also has appeared in Washington courts where issues related to the constitutionality of administrative agency regulation and release of public records under the Washington Public Records Disclosure Act have been challenged, and has represented employers before state and federal Human Rights Commissions where employment discrimination is alleged.

Mr. McDonald has testified on behalf of clients in rulemaking proceedings undertaken by state regulatory agencies and has given testimony before the Washington State House of Representatives and Washington Senate in telecommunications matters. He appeared on behalf of telecommunications carriers in American Network v. WUTC, a Washington Supreme Court decision which addressed and decided whether the Washington Utilities and Transportation Commission was given legal authority by the Washington Legislature to impose regulatory fees and imposts on alternative long distance carriers.
In administrative and regulatory agency investigations, Mr. McDonald actively and aggressively represents clients whose business, financial, or other commercial practices have been called into question and who face future allegations of statutory or rule violations before agency hearing panels or tribunals.

The touchstone of his representation of Clients before regulatory agencies and commissions is involvement from the earliest possible moment, and his first objective is the earliest possible dismissal of an investigation, hearing, or other inquiry. If that fails, he works aggressively and skillfully to obtain settlements beneficial to his clients, but is prepared to go to a hearing, trial, or arbitration when the reality of his case warrants it. In the course of such representation, John's proven skills and aggressive representation have made him a trusted advisor.
